Horse Transportation Safety Act of 2025

This legislation, titled the Horse Transportation Safety Act of 2025, aims to amend title 49, United States Code, to prohibit the interstate transportation of horses in specific types of vehicles. Its primary purpose is to prevent the transport of horses across state lines, or to and from U.S. territories, in motor vehicles that have two or more levels stacked on top of one another . The bill defines "motor vehicle" for this purpose as a mechanically powered vehicle primarily for public highway use, excluding rail vehicles. Any person who knowingly violates this prohibition would be liable for a civil penalty ranging from $100 to $500 for each horse transported in violation, with each horse constituting a separate violation. These penalties are in addition to any other applicable legal remedies.
