This bill, titled the Stratton Ridge Air Force Memorial Act , authorizes the Secretary of Agriculture to permit the relocation of a memorial. This memorial honors nine Air Force crew members who tragically lost their lives in a C-141B transport plane crash during a training mission on August 31, 1982, over the Cherokee and Nantahala National Forests. Subject to the consent of the private landowner where it currently resides, the memorial would be installed at the Stratton Ridge rest area, located at mile marker 2 on the Cherohala Skyway in Graham County, North Carolina, within the Nantahala National Forest. The Secretary would issue a special use authorization for its installation and maintenance. The proposed site for the memorial requires approval from the Secretary of Agriculture, in concurrence with the North Carolina Department of Transportation and, if applicable, the Federal Highway Administration. A crucial provision states that no Federal funds may be used for the relocation, installation, or maintenance of the memorial. Instead, the individual or entity requesting the installation will be responsible for all associated costs, including application processing, special use authorization fees, environmental analysis, and the actual relocation, installation, and ongoing maintenance. The Secretary retains the authority to impose additional terms and conditions, such as preventing any enlargement or expansion of the memorial.
