This bill authorizes the Secretary of Veterans Affairs to develop or acquire a cloud-based information technology system for managing inventory, including both expendable and nonexpendable items, across all Veterans Health Administration (VHA) medical facilities. A pilot program must be conducted at one VHA facility before full implementation, which is mandated to be completed within three years of the bill's enactment. Crucially, the Secretary cannot proceed until submitting a comprehensive report to Congress. This report must detail a comprehensive supply chain strategy , a cost estimate and implementation schedule, a thorough staffing assessment for supply chain and IT modernization workforces, and an independent assessment of past supply chain modernization program failures. Additionally, the bill extends the expiration date for certain limits on VA pension payments from November 30, 2031, to December 31, 2032.
