This bill directs the Department of Veterans Affairs (VA) to modernize its communication with veterans by expanding the use of electronic methods. It mandates that the VA's Solid Start program, which provides outreach to newly separated service members, incorporate tailored lines of communication such as text messaging, virtual chatting, and other electronic forms, alongside traditional mailings. The legislation also requires the VA to provide a mechanism for veterans to send and receive correspondence related to educational assistance benefits using these tailored digital methods. Veterans will have the option to opt-in to receive these electronic communications, and the VA must notify eligible individuals of this opportunity. Finally, the bill extends the limitation on certain pension payments from November 30, 2031, to January 31, 2033 .
