This bill mandates the Secretary of Veterans Affairs to undertake a comprehensive study on integrating distributed ledger technology (DLT) into the Department's operations. The study will specifically evaluate the feasibility, potential benefits, and inherent risks associated with using DLT to enhance the adjudication of claims and combat fraud, waste, and abuse within the VA's benefits administration systems. The examination will focus on how DLT can improve the clarity, traceability, and reliability of veterans' benefits claims by securely recording adjudication steps, thereby reducing fraudulent and inaccurate claims through robust verification processes. It also aims to improve accountability in claims handling and aid in identifying irregularities in benefits delivery. For the study, the Secretary must consult with DLT experts, representatives from veterans service organizations, and other federal agencies experienced with the technology. Within one year of enactment, a detailed report must be submitted to the Congressional Committees on Veterans' Affairs, outlining the study's findings, potential benefits and risks, and recommendations for pilot programs or necessary legislative and administrative actions.
