This bill, titled the Law Enforcement Education Grant Program Act of 2025, authorizes the creation of a new grant program under the Higher Education Act of 1965. The program aims to encourage students to pursue careers in law enforcement by providing financial assistance for their education. Selected "law enforcement candidates" will receive a Law Enforcement Education Grant of $4,000 per year , awarded on a competitive basis by the Secretary of Education. Funding for these grants will come from amounts authorized for Title IV of the Higher Education Act, but specifically excludes funds designated for Federal Pell Grants or the Federal Direct Loan Program. If overall Title IV funds are insufficient, this program is prioritized for full funding. Grant amounts are reduced for part-time students and cannot exceed the cost of attendance when combined with other financial aid. To be eligible, students must be enrolled in an approved institution offering an associate or baccalaureate degree in a field related to law enforcement or criminal justice, and must not have already obtained such a degree. A crucial provision requires grant recipients to sign a service agreement , committing to serve as a full-time law enforcement officer for a minimum of four years within eight years of completing their studies. Failure to fulfill this obligation will result in the grant amounts being converted into a Federal Direct Unsubsidized Stafford Loan, requiring repayment with interest, though extenuating circumstances like medical discharge may provide exceptions.
