The Courthouse Affordability and Space Efficiency (CASE) Act of 2025 aims to reduce federal courthouse costs by limiting new construction. It prohibits the General Services Administration from building new courthouses unless they comply with specific courtroom sharing requirements , applicable to projects not yet started. These requirements mandate a ratio of courtrooms to judges, such as 2 courtrooms per 3 active district judges in larger courthouses, and 1 courtroom per 2 bankruptcy, senior district, or magistrate judges when there are three or more of each. The bill also requires an update to the United States Courts Design Guide within 180 days to incorporate these new standards. Additionally, any new courthouse adding capacity must ensure existing space within the same complex is fully utilized or relinquished from the GSA's inventory.
