This bill mandates that federal agencies, including their employees and contractors, provide all distributed internal and public-facing document communications in alternative accessible formats for individuals who are Blind or Visually Impaired . These required formats include Tactile Braille, Reflow Large Print, Accessible Audio, or equivalent accessible Digital Data like Accessible or Tagged PDF. Such accessible communications must be distributed via United States Mail or secure electronic delivery systems, coordinated with the release of standard communication formats. An agency that complies with these provisions will be protected from certain liabilities under subtitle A of title II of the Americans with Disabilities Act regarding the distribution of these communications to Blind or Visually Impaired recipients.
