These regulations will amend the existing definition of "motorcycle" found in section 571.3 of title 49, Code of Federal Regulations, to align with the updated criteria outlined in this Act. The updated definition specifies a "motorcycle" as a motor vehicle, as originally manufactured, possessing motive power and a seat or saddle requiring the rider to sit astride. It must be designed to travel on not more than three wheels in contact with the ground, with steering controlled by handlebars, and acceleration and braking managed by handlebar and foot controls. Furthermore, the vehicle must be capable of reaching speeds in excess of 30 mph .
