This bill proposes to abolish the Environmental Protection Agency (EPA) and all its functions 270 days after the date of enactment. During this period, the EPA Administrator would be responsible for winding up the agency's outstanding obligations and affairs, and must submit a progress report to Congress within 90 days. States must designate specific environmental quality departments to receive and use these funds for programs related to air and water quality, waste management, chemical safety, radiation protection, and site remediation, while also committing to audits on fund usage. Additionally, it mandates the Comptroller General of the United States to conduct annual studies and reports on the implementation and effectiveness of this Act for fiscal years 2026 through 2029, ensuring ongoing oversight of the new state-led environmental framework.
