Summary
This legislation directs the Attorney General to develop and implement a plan within one year to significantly restructure funding for the Bureau of Prisons. The initial step requires returning the total amount of funding issued to the Bureau of Prisons to its fiscal year 2019 level. Following this, 50 percent of the Bureau of Prisons' funds will be converted into block grants issued directly to the States . The plan also allocates 10 percent of these funds to the Department of Justice office responsible for administering the block grants, and another 10 percent to the Department of Justice Office of Inspector General for oversight of the state block grant program.
