Summary
This bill, known as the Agricultural Biorefinery Innovation and Opportunity Act of 2025, aims to significantly improve assistance for biorefinery, renewable chemical, and biobased product manufacturing by amending the Farm Security and Rural Investment Act of 2002. It broadens the scope of eligible projects by explicitly including ultra-low-carbon bioethanol and zero-carbon bioethanol within the definition of advanced biofuels. While continuing to offer loan guarantees, the bill allows for a waiver of feasibility studies for proven technologies under both loan guarantee and grant programs. Projects seeking grants will be evaluated based on criteria such as market potential, financial participation, use of innovative feedstocks or processes, environmental impact, and potential for rural economic development. The bill authorizes $100,000,000 annually for these programs for fiscal years 2026 through 2030, ensuring sustained investment in the sector.
