This bill, titled the Precision Agriculture Loan Program Act of 2025 , amends the Food, Conservation, and Energy Act of 2008 to establish a new loan program. The Secretary of Agriculture, acting through the Deputy Administrator for Farm Programs of the Farm Service Agency, will administer this program. Its primary goal is to encourage the adoption of precision agriculture by providing financial assistance to producers for the purchase of specialized equipment. The bill defines precision agriculture as managing, tracking, or reducing crop or livestock production inputs like seed, feed, and water, to improve efficiencies, reduce waste, and maintain environmental quality. Precision agriculture equipment encompasses a wide range of technologies, including GPS-based mapping, satellite imagery, sensors, Internet of Things (IoT) technologies, data management software, and variable rate application systems. Eligible producers must have a satisfactory credit history, intend to use the loan for this specific equipment, and demonstrate the ability to repay the loan. Loans under this program will have a maximum term of 12 years and an aggregate maximum amount of $500,000, requiring security in the form of a lien on the purchased equipment or other acceptable collateral. The Secretary is mandated to prepare annual reports detailing various aspects of the program, including aggregate loan data, estimated input reductions and environmental benefits, and demographic information of recipient producers. These reports will be submitted to Congress and made publicly available, with necessary appropriations authorized to carry out the program.
