The Captive Primate Safety Act of 2025 amends the Lacey Act Amendments of 1981 to regulate activities involving nonhuman primates. It establishes a new definition for " prohibited primate species ," encompassing any live nonhuman primate such as chimpanzees, gorillas, monkeys, and their hybrids. The bill makes it unlawful to import, export, transport, sell, receive, acquire, or purchase these species in interstate or foreign commerce. Furthermore, it explicitly prohibits the breeding or possession of any prohibited primate species. However, the bill provides specific exemptions , including for entities transporting animals to another exempt party or for registered research facilities. Individuals or entities already possessing a prohibited primate species born before the Act's enactment may retain them if they register the animals with the U.S. Fish and Wildlife Service within 180 days, refrain from breeding or acquiring more, and prohibit direct public contact. The Secretary of the Interior is mandated to issue regulations to implement these amendments within 180 days of the Act's enactment.
