Summary
The Reinstating Employee Salaries To Original Rates and Entitlements Act, or RESTORE Act , aims to provide back pay for certain employees of the Department of Veterans Affairs. Specifically, it entitles individuals who were involuntarily removed from their VA positions and subsequently reinstated or reappointed to a VA position to receive back pay. This entitlement applies to employees removed during the period beginning on January 20, 2025 , and ending on the date the Act is enacted. The back pay will be calculated in accordance with existing federal law (section 5596 of title 5, United States Code). However, the bill explicitly states that this back pay provision does not extend to individuals who were removed from a political position , which includes Executive Schedule positions, noncareer appointees, and certain Schedule C positions.
