The bill extends the sunset provision of the Burma Unified through Rigorous Military Accountability Act to ten years. It amends the reporting requirement so that the President must determine whether specified Burmese state‑owned enterprises, the Myanma Economic Bank, and foreign entities involved in jet fuel activities meet sanctions criteria within 180 days of enactment and annually for seven years. The President must then submit an unclassified report, with a possible classified annex, to the relevant congressional committees. The Treasury is directed to instruct the U.S. Executive Director at the International Monetary Fund to limit any increase in Burma’s shareholding when the country is governed by the State Administration Council, unless the President waives this restriction with congressional certification of national interest. The President will appoint a Special Envoy for Burma , who will hold ambassadorial rank and be responsible for coordinating all U.S. policy toward Burma. The envoy will serve as the primary liaison for sanctions coordination, diplomatic strategy, and humanitarian initiatives. The envoy’s responsibilities include coordinating sanctions across federal agencies, developing a multilateral sanctions strategy, engaging partners such as China, Russia, India, and Bangladesh, and working with Burmese civil society and opposition groups. The envoy will also support United Nations mechanisms, facilitate the release of political prisoners, and address cross‑border humanitarian and security challenges. Regular reports on the impact of the Act and the envoy’s activities will be provided to Congress.
