Serving as a Captain and Senior Advisor, Griffin led the 4/5 Infantry Battalion, Army of the Republic of Vietnam, against an entrenched North Vietnamese Army regiment near Quang Ngai City. His leadership involved repeatedly risking his life under heavy fire, directing gunships and artillery, and personally assaulting enemy positions. During the intense three-day battle, Captain Griffin made numerous trips across open ground to advise and direct strikes, even charging an enemy machine gun bunker. He then used captured weapons to rally his battalion out of a kill zone and continued the assault, later carrying multiple wounded soldiers to safety while shielding them with his own body. Despite being shot three times in the chest, he continued to lead the final attack, ultimately securing a major victory and saving over 300 allied lives. The bill notes that new evidence, not available at the time of his original Silver Star award, supports upgrading his recognition to the Medal of Honor, waiving any statutory time limitations.
