This bill, titled the "Improving SCRA Benefit Utilization Act," seeks to strengthen financial protections for servicemembers under the Servicemembers Civil Relief Act (SCRA). It mandates that financial literacy training programs for members of the Armed Forces include comprehensive information on consumer financial protections afforded by the SCRA, specifically highlighting the crucial interest rate limits under section 207. The legislation also enhances the notification process for SCRA benefits. It requires that servicemembers receive information about these protections when they first enter military service, and for reserve components, both upon entering reserve service and whenever they are mobilized or ordered to active duty for more than 30 days. A significant provision of the bill expands the obligation of financial institutions regarding the SCRA's 6% interest rate cap. When a servicemember notifies a creditor about a debt, the creditor must now apply this interest rate limitation not only to the specified debt but also to any other existing obligation or liability the servicemember has with that creditor. Additionally, creditors are required to provide servicemembers with convenient mechanisms, such as online, mail, or fax options, for submitting necessary documents to invoke these interest rate protections.
Referred to the Committee on Veterans' Affairs, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
Referred to the Subcommittee on Economic Opportunity.
