Fairness for Victims of SNAP Skimming Act of 2025

This legislation seeks to enhance protections for households participating in the Supplemental Nutrition Assistance Program (SNAP) by expanding the replacement of benefits stolen through methods like EBT skimming. It amends the Consolidated Appropriations Act, 2023, to revise the rules governing such replacements. Specifically, the bill mandates that the amount of benefits replaced for a household shall be equal to the full amount stolen , eliminating any prior restrictions on the maximum amount based on a look-back period. Additionally, it removes the previous limitation on the number of times a household could receive replacement benefits within a 12-month period, thereby providing more comprehensive support to victims of theft.
