The REFINER Act requires the Secretary of Energy to direct the National Petroleum Council to issue a comprehensive report on petrochemical refineries in the United States. This report, due within 90 days of enactment, must be submitted to both the Secretary and Congress, and also made publicly available. The report will include an examination of the refineries' role in U.S. energy security , focusing on the reliability of liquid fuel and feedstock supply, and the affordability of liquid fuels for consumers. It will also provide analyses and projections regarding refinery capacity, opportunities for expansion, and potential risks to these facilities. Furthermore, the report will assess any Federal or State executive actions, regulations, or policies that have contributed to a decline in domestic refinery capacity, and offer recommendations for Federal agencies and Congress to encourage an increase in this capacity.
