This bill mandates that Federal agencies, encompassing the legislative, judicial, and executive branches, may not purchase or lease new non-tactical passenger vehicles unless they are zero-emission vehicles . A zero-emission vehicle is defined as a passenger vehicle that produces zero exhaust emissions of any criteria pollutant, precursor pollutant, or greenhouse gas, as determined by the Environmental Protection Agency. However, an exemption is provided, allowing an agency head to acquire a non-zero-emission vehicle if it is determined that using a zero-emission vehicle would not be technically feasible for a particular circumstance. This prohibition applies to all purchases and leases made after the bill's enactment date, aiming to significantly reduce the environmental impact of the federal vehicle fleet.
