This bill aims to improve reentry for District of Columbia residents by directing the Bureau of Prisons (BOP) to place certain individuals within 250 miles of D.C. Beginning two years after enactment, it mandates that D.C. residents committed to BOP custody under specific D.C. law, who were residents at the time of sentencing, be housed in facilities no more than 250 miles from the District, unless they request or consent to a further placement. The legislation allows for exceptions in extraordinary circumstances , permitting the BOP Director to place an individual beyond the 250-mile limit, but requires a written explanation to relevant congressional committees within 30 days. This act does not, however, restrict the Director's authority regarding prerelease custody or transfers to supervised release.
