This legislation amends the Homeland Security Act of 2002 to establish a Climate Coordinating Council within the Department of Homeland Security (DHS). The primary purpose of this council is to coordinate departmental efforts to identify, address, and mitigate the cross-functional impacts of global climate change across all of DHS's programs, operations, missions, assets, and personnel. The council will comprise at least 20 senior officials from various DHS components, including U.S. Customs and Border Protection, the Federal Emergency Management Agency, and the U.S. Coast Guard, with a designated senior official leading it. Its duties include developing risk-based climate change strategies and frameworks , making recommendations for organizational and resource realignments, and overseeing the implementation of departmental actions required by climate-related executive orders. The Secretary of Homeland Security is mandated to submit annual reports to Congress for ten years, detailing the actions taken by the council.
