The Coastal State Climate Preparedness Act of 2025 proposes to amend the Coastal Zone Management Act of 1972 by adding a new section to establish a Coastal Climate Change Adaptation Preparedness and Response Program . Planning grants will support the development of plans that identify climate change impacts on coastal facilities and resources, propose adaptive management strategies for land and ocean ecosystems, and establish long-term environmental monitoring. These plans must align with existing state hazard mitigation efforts. Implementation grants will fund projects that put approved adaptation strategies into practice, including activities to address physical disturbances, control invasive species, restore wildlife habitat, and utilize green infrastructure solutions for natural hazards like sea level rise. The bill authorizes such sums as are necessary for these grants and clarifies that states are not mandated to alter their existing management programs or extend their policies beyond their approved coastal zones.
