This legislation proposes to establish the Ralph David Abernathy, Sr. National Historic Site in Georgia, designating it as a unit of the National Park System. The primary goal is to preserve, protect, and interpret two key elements for future generations: the historic West Hunter Street Baptist Church, where Dr. Abernathy served as pastor during the civil rights movement, and Dr. Abernathy's internationally recognized role as a civil rights leader. The establishment of the Historic Site is contingent upon the Secretary of the Interior determining that a sufficient quantity of land and interests in land have been acquired to form a manageable park unit. The Secretary may acquire land through donation, purchase from willing sellers, or exchange, with state or local government land requiring donation. The site will be administered under the laws applicable to the National Park System, and a management plan must be completed within three years of funding availability. The Secretary is also authorized to enter into cooperative agreements for interpretive, educational, and administrative support services.
