The "PREPARE Act of 2025" aims to establish a Commission on the Federal Regulation of Cannabis to prepare the Federal Government for an inevitable end to federal marihuana prohibition. This Commission will study and advise on the development of a comprehensive regulatory framework for cannabis, explicitly modeled after federal and state regulatory frameworks for alcohol. The goal is to account for the diverse characteristics of communities, agencies, and industries impacted by current federal prohibition. The Commission's duties include proposing measures to alleviate the impact of cannabis criminalization on minority, low-income, and veteran communities, and addressing issues such as limited access to financial services for cannabis businesses, hindered research, and inconsistent product safety regulations. It will also solicit public comments from various stakeholders and hold public witness hearings, including testimony from individuals formerly incarcerated for non-violent cannabis offenses. The Commission is mandated to publish initial findings and recommendations within 120 days and a final report with comprehensive recommendations within one year of the Act's enactment, all made publicly available.
