This bill proposes to amend the Small Business Act to expand the definition of a "disaster" to include prolonged power outages , thereby making small businesses eligible for disaster loans from the Small Business Administration (SBA). Under this amendment, businesses affected by such outages could utilize loan proceeds not only for general disaster recovery but also specifically to invest in energy resilience systems like generators, solar panels, or batteries. Additionally, funds could cover the cost of replacing food and drink lost due to the outage. The bill establishes clear criteria for what constitutes a "prolonged power outage" for different types of SBA disaster loans. For physical damage loans, it requires at least 25 homes or businesses in a locality to sustain uninsured losses of at least 40% of their value. For economic injury loans, it specifies that at least 25 homes or businesses in a locality must concurrently lose electrical power for a minimum of 48 hours.
