This training will focus on patient care for families pursuing adoption, encompassing prospective birth mothers and potential adoptive families. HHS will also offer consultation services to help healthcare facilities establish standardized policies and guidelines for this specialized education. The education and consultation services can be delivered directly by HHS or through grants and contracts awarded to eligible entities. To qualify for these awards, organizations must be health care-based, non-profit education organizations focused on adoption, with demonstrated experience in providing non-directive education. Crucially, these entities must not be child-placing agencies, provide or refer for abortions, or hold any other vested interest in a particular pregnancy outcome. The bill authorizes $5,000,000 for fiscal years 2026 through 2029 to implement these provisions, and requires an evaluation of the program's effectiveness and a report to Congress within three years.
