This bill aims to significantly improve the healthcare industry's understanding and support for individuals involved in adoption. It directs the Secretary of Health and Human Services (HHS) to develop and nationally disseminate accurate, relevant, and accessible resources concerning adoption sensitivities and best practices for interacting with prospective birth mothers and adoptive families. These resources, which must include digital formats, will be created by a committee of adoption experts, including representatives from adoption education organizations, maternal health experts, and licensed social workers. Furthermore, the bill mandates HHS, acting through the Administration for Children and Families, to provide education and professional development to care providers at hospitals and birthing centers. This training will focus on patient care for families pursuing adoption, encompassing prospective birth mothers and potential adoptive families. HHS will also offer consultation services to help healthcare facilities establish standardized policies and guidelines for this specialized education. The education and consultation services can be delivered directly by HHS or through grants and contracts awarded to eligible entities. To qualify for these awards, organizations must be health care-based, non-profit education organizations focused on adoption, with demonstrated experience in providing non-directive education. Crucially, these entities must not be child-placing agencies, provide or refer for abortions, or hold any other vested interest in a particular pregnancy outcome. The bill authorizes $5,000,000 for fiscal years 2026 through 2029 to implement these provisions, and requires an evaluation of the program's effectiveness and a report to Congress within three years.
