Continental Divide National Scenic Trail Completion Act

This bill directs the Secretary of Agriculture and the Secretary of the Interior to prioritize the completion of the Continental Divide National Scenic Trail as a continuous route within 10 years, subject to appropriations. It mandates the establishment of a joint Forest Service-Bureau of Land Management Trail Completion Team within one year to facilitate the Trail's completion and optimization. This team will coordinate with the Trail administrator and consult with various stakeholders, including federal agencies, state, tribal, and local governments, and landowners. Additionally, the Secretary must complete a comprehensive development plan for the Trail within three years of the team's establishment. This plan will identify existing gaps, explore easement opportunities from willing sellers, and detail general and site-specific development plans with anticipated costs. The legislation also encourages partnerships with volunteer and nonprofit organizations for the Trail's completion and administration. Crucially, the Act clarifies that it does not expand land acquisition authority beyond existing law, nor does it prioritize Trail land acquisition over other authorized acquisitions.
