This bill directs the Secretary of State to revoke or deny certain student visas for individuals who engage in specific antisemitic activities. It targets aliens seeking or holding F or M nonimmigrant status who, on or after the bill's enactment, commit prohibited antisemitic conduct. The Secretary must also determine that such conduct poses potentially serious adverse foreign policy consequences for the United States, thereby preventing such students from obtaining or maintaining their nonimmigrant status. The legislation adopts the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism , as used by the Department of State, including its contemporary examples. Prohibited antisemitic conduct is specifically defined to include two main categories: engaging in a physical act of violence, vandalism, or harassment targeting a Jewish individual, their property, a community institution, or religious facility, with intent to intimidate or harm based on Jewish identity; or providing material support, such as funding, organizing, or inciting, to a person knowing they intend to use it for such an act. These provisions are integrated into the Immigration and Nationality Act to ensure compliance.
