Infrastructure Project Acceleration Act

This legislation, known as the Infrastructure Project Acceleration Act, seeks to accelerate the construction and expansion of significant manufacturing facilities in the United States, termed priority manufacturing projects , which must cost at least $1 billion. Its primary goal is to strengthen the nation's economy, industrial capacity, and technological competitiveness while reducing reliance on foreign manufacturing. To achieve this, the bill exempts these projects from obtaining permits typically required under Section 404 of the Federal Water Pollution Control Act and Sections 7, 9, or 10 of the Endangered Species Act. The bill also amends the National Environmental Policy Act (NEPA) to allow federal agencies to accept State or Tribal environmental reviews as functionally equivalent to NEPA, provided relevant environmental information was considered and the public was informed. Crucially, it removes judicial review for any Federal or State agency action or inaction approving a priority manufacturing project. The United States Court of Appeals for the District of Columbia Circuit is granted exclusive jurisdiction solely for claims challenging the validity of this judicial review section or the scope of authority granted.
