The Healthy Affordable Housing Act mandates the Secretary of Housing and Urban Development (HUD) to establish a new grant and loan program within one year of its enactment. This program aims to provide financial assistance to eligible entities for the development, creation, or preservation of qualifying affordable dwelling units . The initiative specifically targets neighborhoods identified by HUD as having significant shortages of affordable housing. To qualify for funding, proposed affordable housing units must be located near at least one essential amenity, such as a Federally qualified health center, a Medicaid-accepting primary care provider, a grocery store accepting SNAP/WIC benefits, a licensed child care provider, a pharmacy, or public transportation. Preference will be given to projects situated within one mile of two or more such amenities, or those integrated into buildings that contain these amenities. HUD is authorized to appropriate $100,000,000 annually for fiscal years 2025 through 2029 to carry out this program, and will conduct biennial surveys of residents to assess the perceived benefits of living near these amenities, reporting findings to Congress.
