This bill amends the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 to establish a process for transferring the Moab site to Grand County, Utah. The legislation mandates that the Secretary of Energy convey all available right, title, and interest in the site to Grand County at no cost. This transfer is contingent upon the site achieving a remedial action completion status, as determined by the Secretary of Energy in consultation with relevant regulatory authorities. Furthermore, the conveyance will be subject to any necessary regulatory or use restrictions to protect human health and safety. To ensure ongoing environmental responsibilities, the Secretary of Energy will retain specific water rights required for carrying out duties under the Uranium Mill Tailings Radiation Control Act of 1978, particularly if groundwater remediation is still active. A crucial provision of the bill prohibits Grand County from reconveying any portion of the transferred land to a private entity or nonprofit organization. The Secretary of Energy also retains the authority to impose additional terms and conditions deemed necessary to safeguard the interests of the United States.
