This bill directs the Secretary of Energy to establish and carry out a program providing rebates to eligible households for the purchase and installation of eligible cool roof products . To qualify, households must reside in single or multi-family buildings, have an annual income less than 200 percent of their ZIP Code's median income, and live in a ZIP Code Tabulation Area within the top 75th percentile of the Centers for Disease Control and Prevention's Heat and Health Index. Special provisions apply for residents of the District of Columbia, Alaska, Hawaii, and U.S. territories regarding the Heat and Health Index requirement. The rebate amounts are structured based on the roof's slope and the cool roof product's performance, specifically its 3-year aged solar reflectance , thermal emittance , or Solar Reflectance Index (SRI) . For low-sloped roofs, rebates are $0.25 or $0.75 per square foot, depending on the product's efficiency. Steep-sloped roofs also offer $0.25 or $0.75 per square foot, with different criteria for asphalt shingles versus other materials. The program allows households to combine these rebates with other financial assistance and is set to terminate on September 30, 2030 . Following its termination, the Secretary of Energy must submit a report to Congress detailing program participation and product usage. The bill authorizes an appropriation of $25,000,000 annually for the program from fiscal years 2026 through 2030, along with $600,000 to update the Cool Roof Calculator developed by national laboratories.
