The Promoting Education on the Abraham Accords for Comprehensive Engagement Act, or PEACE Act, aims to significantly enhance the understanding and operational capacity of United States diplomatic personnel regarding the Abraham Accords and other normalization agreements with Israel. It establishes a congressional sense that educating relevant federal officials on these agreements is crucial for advancing U.S. commitment to peace and stability in the Middle East. To achieve this, the bill authorizes the Secretary of State to implement comprehensive education and training programs for diplomats and related personnel. These training initiatives include supplementing existing offerings at the Foreign Service Institute with courses focused on the Abraham Accords and other peace agreements, such as those with Egypt and Jordan. The Secretary of State is also authorized to develop virtual training modules and interactive content accessible worldwide, covering the history, principles, and diplomatic impacts of these agreements. Furthermore, the bill allows for fellowships and grants for Foreign Service officers to engage with counterparts in Abraham Accords countries or regional organizations, fostering direct collaboration. To ensure effective implementation, the Act mandates the establishment of a nonpartisan Abraham Accords and Normalization Advisory Board within 180 days of enactment. This board, comprising four experts, will provide independent advice on curriculum development and strategic planning for the training programs. The Secretary of State is also required to submit a comprehensive strategy to Congress within one year, detailing the integration of this education, and to provide annual reports for four years on the progress, challenges, and outcomes of these educational initiatives.
