Protect TANF Resources for Families Act

This bill aims to strengthen the integrity of federal funding for the Temporary Assistance for Needy Families (TANF) program by ensuring that federal funds are used to supplement , not supplant, existing state and local financial contributions for programs assisting needy families. It mandates that states use federal funds only to add to, rather than replace, funds that would otherwise be made available from state and local sources. To enforce this, the legislation requires the chief executive officer of each state to provide a certification affirming that federal funds will not supplant state or non-federal spending for services promoting TANF purposes. These provisions, designed to prevent states from reducing their own welfare spending by relying on federal aid, will take effect on October 1, 2025 . Furthermore, the bill reauthorizes the Temporary Assistance for Needy Families program for an additional two years , extending its activities and necessary appropriations through September 30, 2026, at the fiscal year 2023 level.
