The "Comprehensive Offshore Resource Enhancement Act of 2025," or CORE Act of 2025, seeks to enhance national security and energy independence through a multifaceted approach to offshore energy resource management. A key provision requires the Secretaries of Energy, Interior, and State to jointly submit a report within 18 months on transboundary hydrocarbon reservoirs . The bill also amends the Energy Policy Act of 2005 to standardize and expand the scope of offshore resource inventories, requiring assessments of undiscovered resources in various U.S. regions and their potential impact on U.S. competitiveness, employment, and national security. It further mandates an analysis of how lands withdrawn from leasing affect energy exploration and related revenues. Additionally, the legislation requires periodic assessments and updates of the models used by the Department of the Interior for these inventories to ensure accuracy and reliability. Finally, the Secretary of the Interior, in consultation with other Secretaries, must publish a comparative analysis every 10 years of offshore oil and gas exploration, development, and production practices from major producing countries, covering leasing data, production volumes, market demands, and resource assessments.
