FISCAL Act

The "Freedom in School Cafeterias and Lunches Act," or FISCAL Act, proposes significant amendments to the Richard B. Russell National School Lunch Act. Its primary goal is to mandate that schools participating in the National School Lunch Program offer a greater variety of milk options to students. Specifically, the bill expands the current requirement for "fluid milk" to include plant-based milk , ensuring that students have more choices. These plant-based milk alternatives must adhere to nutritional standards established by the Secretary of Agriculture, particularly if not already covered by existing guidelines. The legislation also includes several conforming amendments to update other relevant sections of the Act to reflect the inclusion of plant-based milk, thereby broadening the scope of acceptable milk types in school cafeterias.
