This legislative proposal, titled the "Convenient Contraception Act," aims to amend the Public Health Service Act to enhance access to contraceptive care. Its primary objective is to mandate that group health plans and health insurance issuers offering group or individual coverage allow enrollees to obtain a substantial supply of contraceptives. Specifically, the bill requires these plans and issuers to permit individuals to receive up to a 365-day supply of contraceptives in a single fill or refill. Importantly, this extended supply must be provided for covered contraceptives without the imposition of any cost-sharing requirements . These new requirements are set to take effect for plan years beginning on or after January 1, 2026 . Furthermore, the Act directs the Secretaries of Health and Human Services, Labor, and the Treasury to jointly conduct outreach activities to inform healthcare providers and individuals about these benefit requirements.
Referred to the Committee on Energy and Commerce, and in addition to the Committees on Ways and Means, and Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
