The COMPLETE Care Act aims to significantly boost the integration of behavioral health services within primary care settings under Medicare. It introduces a temporary but substantial increase in payment amounts for specific behavioral health integration services, including those under the Collaborative Care Model and Primary Care Behavioral Health model, for a three-year period. For services furnished in 2027, providers will receive 175% of the standard payment, decreasing to 150% in 2028 and 125% in 2029. These enhanced payments are explicitly exempted from Medicare's budget neutrality rules, ensuring the incentives are fully realized to encourage more primary care practices to offer comprehensive mental health support. Additionally, the legislation mandates the Secretary of Health and Human Services to establish programs providing technical assistance to primary care practices by January 1, 2026. This assistance will help practices adopt and implement effective behavioral health integration models, with funding appropriated for fiscal years 2025 through 2029 to support these efforts.
