The Dairy Nutrition Incentive Program Act of 2025 amends the Food and Nutrition Act of 2008 to establish a new program aimed at boosting dairy consumption among low-income families. This program directs the Secretary of Agriculture to establish a dairy nutrition incentive program within 180 days. Its core purpose is to increase the purchase and consumption of naturally nutrient-rich dairy products by households receiving Supplemental Nutrition Assistance Program (SNAP) benefits. The Secretary will provide competitive grants or cooperative agreements to eligible entities, such as state or local governments and nonprofit organizations, for projects offering point-of-purchase incentives. These incentives are specifically for naturally nutrient-rich dairy, including fluid milk, yogurt, and cheese made from cow's milk. Priority will be given to projects maximizing direct incentives for participants and using electronic point-of-sale systems where earned incentives can only be used for additional dairy purchases. The bill provides mandatory funding of $10,000,000 annually, with an additional $10,000,000 authorized for appropriation each fiscal year. It mandates independent evaluations of each project to measure the effect of incentives on dairy purchases, with biennial reports to Congress. The legislation also facilitates a seamless transition of existing Healthy Fluid Milk Incentives Projects into this new program, ensuring no interruption in services, and repeals the prior authority one year after transition.
