The "Veterans' True Choice Act of 2025" aims to provide veterans with service-connected disabilities the option to enroll in TRICARE Select . It amends Title 10, United States Code, to establish eligibility for these "covered veteran beneficiaries," allowing them to elect enrollment during the annual open season with specified cost-sharing rules. A significant provision dictates that veterans enrolling in TRICARE under this act cannot be concurrently enrolled in the VA's patient enrollment system or receive VA medical care, and their dependents are not automatically eligible. To manage this, a Memorandum of Understanding is required for the Department of Veterans Affairs to reimburse the Department of Defense for associated TRICARE costs. The amendments will take effect one year after enactment, followed by a period for regulatory development, a phased enrollment, and regular reports from both Secretaries to Congress on implementation and beneficiary numbers.
