This bill directs the Secretary of Transportation to develop and implement a comprehensive 10-year Campus Modernization Plan for the United States Merchant Marine Academy (USMMA). Congress finds that the Academy's facilities are largely outdated, impacting its ability to provide modern training for service-obligated licensed merchant mariners critical to national defense and the commercial maritime industry. The plan aims to ensure the USMMA can continue to deliver a first-class education and training experience. The modernization plan, to be informed by the "Merchant Marine Academy Full Speed Ahead Plan," must prioritize objectives such as promoting modern education practices, providing facilities for license exams and physical readiness, and attracting diverse applicants. It mandates new construction or significant renovation of facilities including laboratories, athletic facilities, and an enhanced waterfront. Furthermore, the plan requires campus-wide upgrades to information technology infrastructure, utility systems like electric grids and plumbing, and renovations to ensure all facilities are structurally sound, accessible, and have reliable heating, cooling, and safety systems. To fund these initiatives, the bill authorizes a total of $1.02 billion in appropriations from the Maritime Security Trust Fund for fiscal years 2026 through 2035. This includes $54 million for design and planning in fiscal year 2026, with subsequent annual appropriations for construction and contingency purchases. The Secretary is required to develop the plan within 180 days of enactment and seek a Federal construction agent for its execution, ensuring the Academy remains operational throughout the modernization period.
