Within 30 days of enactment, the Archivist of the United States, the Commissioner of Internal Revenue, and the Directors of the CIA and FBI, along with the Secretaries of Defense and State, must release these documents. The legislation mandates that these records be disclosed in an unclassified and unredacted form , overriding previous Presidential Memoranda and specific sections of the President John F. Kennedy Assassination Records Collection Act of 1992. Furthermore, it requires the Attorney General to petition courts, both domestic and foreign, for the public disclosure of any relevant assassination records held under seal or grand jury secrecy, treating such requests as a showing of particularized need .
