The "Safer Skies Act of 2025" directs the Administrator of the Transportation Security Administration (TSA) to enhance security screening requirements for a specific category of air carrier operations. Within 360 days of enactment, all identified covered air carrier operations must be subjected to the security protocols outlined in the Aircraft Operator Standard Security Program (49 CFR 1544.101(a)). These covered operations are defined as those operating under 14 CFR parts 135 and 380 , conducting common carriage passenger flights for hire, offering individual seats in advance, and providing publicly available schedules. Crucially, these operations must use airplanes with more than nine passenger seats and do not currently enplane or deplane passengers at a TSA-managed checkpoint . The bill mandates the TSA to revise its existing rules and guidance to ensure compliance with these expanded security measures, thereby closing a potential security gap for certain commercial flights.
