This legislation mandates the Federal Bureau of Investigation to provide criminal history record information to State licensing authorities. State licensing authorities are strictly limited in their use of this information, which must be applied solely for the purpose of acting upon a license or privilege . They are explicitly prohibited from sharing the detailed criminal history record information with the compact's Commission, any other State entity, or the public. However, these authorities may inform a compact Commission that a background check was completed, including a binary determination of its satisfactory status, without disclosing the underlying record information.
