This bill aims to accelerate the deployment of broadband infrastructure on federal lands by reducing regulatory hurdles. It specifically exempts certain broadband projects from key federal review processes, aiming to expedite their installation. Under this legislation, a federal authorization for a broadband project within an existing right-of-way will not be considered a major federal action, thereby exempting it from environmental impact statement requirements under the National Environmental Policy Act (NEPA) . Furthermore, such projects will not be classified as an undertaking under the National Historic Preservation Act , removing the need for historical preservation reviews. A "broadband project" is defined as the installation of wireline or wireless infrastructure, including towers and fiber optic lines, by a broadband provider on federal land, within a right-of-way that excludes portions of the Interstate System.
