This legislation aims to streamline the process for making minor range improvements on federal lands managed by the U.S. Forest Service and the Bureau of Land Management. It specifically allows holders of grazing permits or leases to carry out improvements to existing infrastructure, including fences, wells, water pipelines, and stock tanks . The Secretaries of Agriculture and the Interior are required to issue new regulations within one year of the Act's enactment to implement these changes. Under the proposed regulations, permittees can proceed with minor range improvements if they notify the applicable district or field manager at least 30 days in advance and the manager either approves or does not respond. Furthermore, the bill mandates that both Secretaries must respond to a permittee's request for the agency to carry out a range improvement within 30 days. If the agency confirms it will undertake the improvement, it must then expedite the work using available administrative tools, including categorical exclusions, to ensure timely completion.
