This bill aims to address the growing threat of transnational repression and related terrorism by foreign governments targeting individuals in the United States. It establishes a dedicated Transnational Repression Working Group within the Department of Homeland Security (DHS) to analyze and monitor these threats. The Working Group will be led by a Director appointed by the Director of Homeland Security Investigations and will ensure sufficient staffing, including personnel dedicated to privacy compliance. The Working Group is tasked with reviewing and disseminating information related to transnational repression and terrorism threats with Federal, State, local, Tribal, and territorial partners, as well as the National Network of Fusion Centers. It will also coordinate with the Office of Intelligence and Analysis. Furthermore, the bill mandates annual Homeland Security Assessments on Transnational Repression for seven years, detailing incidents, quantitative analysis, and Federal disruption efforts, with unclassified portions made publicly available. To enhance capabilities, the Secretary of DHS, in coordination with relevant offices, will carry out research and development of technologies and techniques for countering these threats. Crucially, all activities conducted under this bill must adhere to applicable constitutional, privacy, civil rights, and civil liberties protections , ensuring they do not infringe upon the lawful exercise of free speech by United States persons. The Working Group is set to terminate seven years after its establishment.
