This bill, known as the Veteran Caregiver Reeducation, Reemployment, and Retirement Act, seeks to expand critical support for individuals serving as family caregivers for certain veterans. It extends medical care coverage for primary caregivers for 180 days after their designation ends, providing a vital safety net during their transition, though this extension does not apply to those dismissed for fraud or abuse, or those already entitled to Medicare Part A. The legislation introduces comprehensive employment assistance , available both during program participation and for 180 days afterward. This includes reimbursement for professional certification or relicensure fees, access to VA training modules for continuing education, and connections to broader employment assistance programs like Military OneSource. Additionally, the bill expands available services to encompass retirement planning , specific instruction and support for transitioning away from caregiving, and bereavement counseling following a veteran's death. To inform future policy, the bill mandates several studies and reports. The VA, in partnership with the Department of Labor, must assess the feasibility of a "returnship" program to aid former caregivers in re-entering the workforce. Another study will examine barriers and incentives to hiring former caregivers within VA facilities to address staffing needs. Finally, a report will explore the feasibility of establishing individual retirement plans or pathways to retirement savings specifically for these dedicated family caregivers.
